A multibillion-dollar deal for Nvidia to supply advanced AI chips to the United Arab Emirates (UAE) has reportedly stalled for months, leaving CEO Jensen Huang increasingly frustrated with the Trump administration’s handling of the matter.

According to The Wall Street Journal, US Commerce Secretary Howard Lutnick has held back approval for shipments until Abu Dhabi finalises promised investments in US projects.

The agreement, first announced in May, was intended to highlight Washington’s efforts to strengthen global tech partnerships and counter China’s growing influence in artificial intelligence.

Nvidia, now valued at $4.59 trillion, has seen its stock rise nearly 59% over the past year and 36% so far in 2025.

According to Benzinga Pro, the company’s shares gained another 0.91% on Thursday.

The stalled deal represents a setback for both Huang and White House AI advisor David Sacks, who view such collaborations as vital to advancing America’s leadership in AI innovation.

“Secretary Lutnick and David Sacks are working hard to secure agreements that benefit the American people,” White House spokesman Kush Desai told the publication.

The Commerce Department’s approval remains a key hurdle before Nvidia can ship the chips.

Lutnick has reportedly linked his sign-off to the UAE’s completion of its US investment commitments, while also voicing concerns over the Gulf nation’s close economic ties with China.
