SpaceX has filed a request with the Federal Communications Commission (FCC) seeking approval to deploy an ambitious constellation of up to one million solar-powered satellites designed to function as data centers for artificial intelligence computing.

In its filing, the company describes the proposed network as a solution to the rapidly growing demand for AI processing power, calling space-based data centers the most efficient way to scale computing capacity. 

SpaceX also framed the project in sweeping terms, portraying it as a foundational step toward a future where humanity can harness the Sun’s energy at an unprecedented scale and expand beyond Earth.

The proposal outlines a vision that extends far beyond conventional satellite services. 

SpaceX suggested the constellation could represent an early move toward a “Kardashev II-level civilisation,” a theoretical stage in which a society is capable of capturing the full energy output of its star. 

The filing also linked the initiative to SpaceX’s long-standing goal of supporting a multi-planetary future.

Regulatory approval for such a large deployment remains uncertain. Observers note that the one million satellite figure is unlikely to be authorised in full and may serve as an opening position in negotiations with regulators. 

The FCC recently approved SpaceX to launch 7,500 additional Starlink satellites but delayed authorisation for nearly 15,000 others, signaling continued caution around large-scale orbital expansion.

Concerns over congestion in low-Earth orbit are already mounting. According to the European Space Agency, roughly 15,000 human-made satellites are currently orbiting the planet, contributing to growing issues related to space debris and environmental impact.

The filing comes amid broader competition in the satellite sector. Amazon has asked regulators for more time to deploy part of its satellite network, citing a shortage of available rockets.
