Canada has emerged as the global leader in crypto ATM density, operating nearly 4,000 machines across the country from Halifax to Vancouver.

However, a report from the nation's financial intelligence unit, FINTRAC, warns that this leading position has facilitated a surge in financial crimes.

Analysis conducted in February 2023 indicates that these machines have become the "preferred tool" for fraudsters to steal and transfer funds from victims.

Despite having the highest number of machines per capita, Canada currently lacks a specific regulatory framework for the sector.

Currently, these machines are classified as "money services businesses," similar to foreign exchange dealers. Critics argue this designation is "wholly inadequate" for technology that moves funds instantly and anonymously.

The structural appeal to criminals is evident: transactions are processed quickly without bank accounts, and deposits under $1,000 typically only require a phone number.

A CBC News investigation confirmed that this low-barrier design makes crypto ATMs the "instrument of choice" for laundering proceeds from romance and investment scams.

While the United Kingdom and New Zealand have moved toward bans or strict licensing, Canada is only now confronting the issue.

Finance Minister François-Philippe Champagne stated that the government is "looking at all options to prevent financial crimes."

His recent economic update referenced a proposed ban on crypto ATMs, though it maintained a commitment to allow digital currency purchases through traditional brick-and-mortar businesses.

This move follows international trends, such as in the United States and Australia, where daily transaction caps and mandatory refund requirements have already been implemented to protect citizens.
